Karen Penafiel, Vice President of Advocacy, Codes & Standards, BOMA International

Karen Penafiel joined the Building Owners and Managers Association (BOMA) International in December, 1989 and serves as vice president of the advocacy, codes and standards division of the association. In this capacity, Karen leads BOMA’s federal and state advocacy programs and oversees BOMA’s model building codes and voluntary standards efforts. As the association’s chief lobbyist, she works with Congress and the federal agencies on a wide range of issues affecting the commercial real estate industry. 

Karen has taken the lead on energy and sustainability issues for BOMA for the past decade and is the author of BOMA International’s two guidance documents on electricity deregulation. She is currently leading the association’s market transformation efforts and helped develop BOMA’s green lease guides. 

Karen is a graduate of Hamilton College, where she received a Bachelor of Arts degree in Government. She lives in Centreville, Virginia with her three children. 


Emily Naden, Director, Federal Affairs, BOMA International

Emily Naden is BOMA International’s Director of Federal Affairs.  Emily is responsible for lobbying Congress on BOMA’s tax and energy issues as well as leading on a variety of other legislative and regulatory issues. In her ten years at BOMA International, Emily has served in both the Advocacy and Education departments and has used her background in public policy to translate legislation into programs that educate and engage the commercial real estate industry and to build BOMA’s political action committee, grassroots efforts and relationships on Capitol Hill.  She has a BA in Political Science from The George Washington University.


Steve Orlowski, Director, Codes & Standards, BOMA International

Steve Orlowski recently joined BOMA International as Director, Codes and Standards. He serves as the organization’s "point person" on issues related to building codes, industry standards, and best practices guidelines.

Prior to joining BOMA, Steve was a Director of Codes and Standards with the National Association of Home Builders where he was responsible for developing and implementing strategies to resolve key issues that impacted the home building industry. He established working relationships and reciprocal lines of communication between NAHB and other national associations, regulatory agencies and standard developing organizations. Steve has served on several technical committees with the National Fire Protection Association, the International Code Council and ASTM. Prior to joining the home builders, Steve served as a code official with the City of Rockville, performing commercial and residential plan review and field inspection.

Dylan Isenberg, Manager, Advocacy, BOMA International

Dylan Isenberg became BOMA International’s Manager of Advocacy in March 2015. Dylan comes to BOMA from Capitol Hill, where he served as Special Assistant to Senator Sheldon Whitehouse (D-RI). Previously, Dylan managed a State Representative campaign in Lake County, Indiana and interned for Senator Charles Schumer (D-NY). Dylan is a 2012 graduate of Hamilton College, where he received a Bachelor of Arts degree in Government.
